Review eligibility before mobilising a bid team. Registration rules, turnover thresholds, relevant experience, certifications and local participation requirements can determine whether a team is qualified.

Test the timetable and delivery capacity. A credible pursuit plan accounts for clarification periods, consortium formation, document preparation, pricing, approvals and submission controls.
